Program Basic Requirements
- Age: 21-59 years
- Minimum Net Worth: $600,000 CAD
- Minimum Investment: $200,000 CAD
- Language Proficiency: CLB 5 or NCLC 5 (English or French)
- Education: High school diploma with an ECA
- Ownership: 33.3% or greater
- Experience: Minimum 2 years in business management or entrepreneurial role
- Exploratory Visit and Business Plan: Mandatory
- Job Creation: At least one (mandatory)
- Work Permit: Post-Graduation Work Permit (PGWP) required
NL PNP International Graduate Entrepreneur Category
International graduates from designated institutions in Newfoundland & Labrador can leverage their education and entrepreneurial spirit to establish or manage a business in the province. Candidates must have been operating their business for at least a year with a valid PGWP.

- Age: Above 20 years
- Language Proficiency: CLB 5 or NCLC 7 (English or French)
- Education: Diploma or degree lasting 2 years or more from designated institutions
- Ownership: 33.3% or greater
- Experience: Minimum 1 year in business management or entrepreneurial role
- Job Creation: At least one (mandatory)
- Work Permit: Post-Graduation Work Permit (PGWP) required
